Section 1 - Need Analysis Report
----

Executive Summary
Write a brief description of the organization and its mission. Identify what performance problem exists and any causes of the problem that have been identified.

The York County School of Technology is dedicated to providing a program of high quality, cutting-edge technical training integrated with a strong academic education and an emphasis on critical thinking, problem-solving, decision-making, and team-building skills.
The York County School of Technology curriculum is closely tied to the needs of business and industry. Local business and industry advisors guide program development to assure that the curriculum and equipment match the needs and standards of employers. Employers tell us what skills are needed for success in their fields and those are the skills we teach.
Students at the York County School of Technology need to increase their level of skill with technology in order to make them more productive for their industry. There were two tasks not being performed that are integral to increasing the students’ level of skill with technology in order to make them more productive for their industry:

· insufficient training of teachers with technology
· A lack of willingness from a large part of the staff toward technology integration

Business Need
Clearly state the purpose of the project and how performance will be improved. Here is where you will define what the current performance levels are.
The purpose of the project is to have teachers integrate technology into the classroom in order to improve student learning. In order for teachers to make the move toward integrating technology sufficiently, they must be appropriately trained to use the technology available to them and that will be made available to them. The required performance would be the training of all staff members in all the technology available to them. They should be made aware of every piece of equipment available to them, how to properly use it, and how to properly attain it.
I found that most of the staff does not know how to use most of the technology the school has to offer properly. The reasons for this performance deficiency seem to be a lack of support in holding proper trainings. If a majority of the staff does not want training in a certain area, then the administration does not feel that the cost of the trainings would be worth the while. These causes were determined in my surveys and observations.
All trainees (teachers) will:

· Be able to identify all instructional technologies available to them and their purpose
· Utilize the interactive whiteboard (Promethean) to incorporate and engage students in meaningful lessons
· Produce professional documents (word processing, graphing, presentation and desktop publishing)
· Perform an effective Internet search and able to identify the validity of the website

Learning Opportunity
Here you will describe what type of training solution is being proposed.
Two day training in technology integration would really improve student performance. It would improve student performance because the teachers would be grouped according to level of ability and then given the training necessary to integrate instructional technology into their classroom therefore bettering student understanding of material. The recommended training solution would be to first have a faculty meeting to show best practices and how to improve teachers’ lessons. This meeting should also show potential improvements in the students’ performance. If this meeting were planned well and effective, the majority of the school staff would show interest in receiving training to better themselves and their students.

Expected Benefits
Define or list the benefits to the organization that this project will provide. Describe what the desired performance outcomes are. This is where the question "is it worth fixing?" is answered.
Teachers would then receive the proper trainings on technology integration in the classroom. This would in turn start to improve student interest, performance, and preparation for their industry. This is critical for the York County School of Technology because the students here are mostly going straight out into industry so they will not get the opportunity to receive further training with technology in a college type setting. They are sometimes a student’s final education.

Audience Analysis
Describe any characteristics of the target audience that you already know. A secondary learner audience may be defined here, if applicable. If further audience analysis is required, state type of information and how it will be collected (surveys, focus groups, job/task analysis, interviews, etc.).
The target audience is the staff of the York County School of Technology. The characteristics would be:
· They all care about student performance
· Everyone needs some type of technology training
· All need different levels of training
At this time, focus groups were used to collect more specific data about the type of training needed for the staff. It was found that 70% of the staff wanted to receive training in all areas of integrating technology including the Smart boards and laptop carts. Another 23% wanted more specific training to just the Smart board and the last 7% felt that they did not need training in any technological area.

Project Design
Here you can describe, in general terms, what type of learning solution you are proposing (an instructor-led class/synchronous, elearning/asynchronous, blended solution). You will also want to include any unusual aspects of the project design such as the need for a third-party to develop content, video, audio, photographs, etc. that will need to be considered.
The proposed learning solution would be an instructor led class led by the Classrooms for the Future instructor and all other technology staff. This would last two days for each teacher and would be held throughout one whole year so that all staff could receive necessary training. The teachers would be grouped according to level of ability and would all have to attend two-day training at some point throughout the school year. Some teachers who are already integrating technology properly could show examples, possibly a teacher from each department, so that the others may feel more comfortable trying to integrate technology. The content of this training would include utilizing the promethean board, producing professional documents, effective use of the internet, and basic identification of all instructional technologies available to them.

Project Success Measures
Describe how learning will be measured (e.g., how will you know the training has been successful).
The training will be successful if students from the York County School of Technology can go into their industry and have the necessary technological skills needed to succeed at their job. In order for this to occur though, the trainees/teachers must first utilize this training being provided to them. In essence, all teachers must be able to identify all instructional technologies available to them and their purpose, utilize the Promethean board effectively, produce professional documents, and use the internet effectively to identify valid research.

Out of Scope
Clearly state what will not be covered in this project.
This project will not cover how to fix computers when there are technical issues with how the equipment is functioning.

Estimated Project Costs
Define the costs to the project (breaking down the costs into phases: analysis, design, development, implementation, evaluation) is helpful. Be sure to include direct and indirect costs and how long it will take to complete the project.
This project will take two days per each faculty member. These days will be during the school year as YCST allows for this type of training. Costs will include the trainers (three trainers at the cost of $700.00 per day and these trainers are all from within are district and require no travel expenses. Other costs will be the substitutes at a cost of approximately $100.00 per day for two days per teacher totaling approximately $50,000. This would total about $52,100 with all costs included.
